Me a few months ago when I was forced to update to version 1709. The only solution that I can see is to restore back to version 1703 and NEVER get the updates again. I have full control but still have the problem. Post here with this same problem that I needed to take full control of the temp folder. I was then told that this is a Microsoft problem and Quicken support couldn't help me. I was told to uninstall Quicken and reinstall. I first contacted Quicken to see how to fix the problem.
